Hello, and welcome to the Age of Sorrows! Everything is broken, everyone is angry, and great things are in store. This post should help serve as a launching pad for you to jump into the action!
First: Basic Rules
At this point, players are only allowed to create Solar, Lunar, and Dragon-Blooded Exalted. Once you've established yourself as a player and there are things going on, this rule will most likely change on an individual basis. (10/23/15 - Players may create Abyssal Exalted, but they cannot be their first character on the board.)
If you are planning to engage in PvP, you WILL need a character sheet, created with normal character creation rules (with one exception - all characters get 30 bp instead of 18). If you don't plan on engaging in PvP, this is not required - but that doesn't mean that staff won't occasionally throw freeform obstacles at you to introduce conflict if you're, say, trying to establish a Solar cult inside the borders of the realm.
If you find yourself accidentally engaged in PvP without a character sheet, find a tactful way to write yourself out of the situation, please.

Second: Intermediate Rules (or, how I learned to stop worrying and love filling out forms)
In this section, I'll list the general Thing To Be Filled Out that'll serve as your basic starting point. Simply make a thread in this, the aptly-named Character Creation forum with the title being the name of your character. Inside this thread will go the following:
(A picture of your character would look great here)
Name: Identify yourself. Age: How long since your birth? Exaltation/Caste: Solar - Dawn Caste? Water Aspect Dragon Blood? Affiliations: The Realm, Halta, Paragon, so on or none. This can serve as nationality instead of allegiance, if you like.
Bio: What are you like? What have you done? What would you like to do, and why? Use this section to tell us all about your character.
Appearance: A picture might be worth a thousand words, but a picture AND a thousand words are even better. Tell us what you look like in this section - how you talk, walk, and smell.
Potential Plot Hooks: Did you once tell a Tepet general to put his jade where the sun doesn't shine? Are you the secret child of shamed cultists? Were you taught swordplay by a renowned sifu? Try to include a couple hooks in here for other writers to identify you by, or for Admins to invite you into the story with.
Past RPs: As you role play, it would be advisable to put the threads you've participated in here, and link to them.
(Feel free to add more to this form as you see fit! This is a guide, after all, not gospel.)
Underneath your character bio: If you've elected to generate character sheet using actual stats and rules, you should link to it here. I'll post some plain text outlines for easy use, or you might simply link a PDF file.

Third: Advanced Rules (because what would Exalted be without Errata?)
-Exalted might be a mature setting, but if it isn't PG-13, confine your enthusiasm to Skype and email, please. No nudity, limit your gore, and so on.
-Private threads are private, meaning that you need express permission from the player that made them to jump in. Public threads are public, and thus free game. That said, if you're messing with somebody's Followers or business, a Private Thread won't keep you safe - a player can obtain permission to join a Private thread from any two members of staff.
-If you want to play something that isn't an Exalt, like a God-blooded or Spirit, talk to staff.
-While character death can and does happen, if you're in a duel with somebody and winning, it's a polite thing to do to offer them narrative chances to withdraw. Failure to observe this suggestion is not punishable, but crying foul when a Wyld Hunt doesn't give YOU a chance to flee will be met with childish giggling action on Staff's part.
-Any Backgrounds taken at character creation must be justified. If you're a freshly Exalted serf, for example, you'll need to explain why you have Resources 4, Cult 2 and a Grand Daikliave with a pedigree longer than the blade.
-Buying backgrounds after Character Creation also requires justification. A thread where you make business contracts, recruit mercenaries, plunder a tomb for First-Age nunchaku, or whatever. Staff must approve these purchases in writing.
-The player of a Lunar Exalted has full control over who their Lunar is bonded to, full stop.

EXPERIENCE POINTS, AND HOW TO EXPERIENCE THEM! You can gain XP in a variety of ways. The simplest way is to do In-character threads! Each page in a thread is worth 1 XP point. You can also act as a dungeon master for another (consenting) player using NPCs in the books, or those posted and approved in the Creation Database. In this case, the character you're posting on is the one who gets experience. Filling out this handy questionnaire also nets you an easy 5XP to get you started! When you complete a thread, mark it as such so the staff knows that you're done with it. For example... and then link it to the 'Past RPs' section of your character bio, like so: When you're ready to spend some experience, make a thread in the Progression Area so we know that you're doing a thing with your sheet. And mark the XP spent in your bio.
Additional XP incentives! BUT WAIT, THERE'S MORE! Completing one of the things in the list below nets you another XP point, although the XP given cannot exceed the base value of the thread. For example, if you have a 2 page thread but qualify for 4 of the incentives below, the thread is still only worth a maximum of 4 XP total. -Met another player character -Overcame a deadly/very serious NPC obstacle using dice rules (fights included) -Resolved a non-combat issue using dice rules -Accomplished an important in-character goal -Acted out Limit Break in a believable and appropriately self-damaging manner. -Made a poor or damaging decision that was in accordance with your Virtues. -Visibly working at maintaining your backgrounds (Trade agreements for Resources, helping Allies/Contacts, etc) -Participated in a duel with a resolution. If you feel you deserve bonus XP, or want to award players in a thread you've DMed with a little extra, make a topic here to get approval from staff.

Addendum: XP Debt Since we're using the "3xp per dot" system for backgrounds, acquiring new backgrounds falls under the umbrella of something called "XP debt." It's silly to give someone a sword and then make them wait to use it until they've OOC acquired enough XP to pay for it. The compromise is that you can use your new backgrounds immediately after you receive them, but they are placed into XP debt until you've paid for them. The same goes for training effects, though this should probably not be a big deal, since we're mostly glossing over training times. The canon rules for XP debt are very loose and forgiving. We're using a house rule variant that someone else came up with, described here in full detail: Every trait in XP debt must have at least 1xp spent on it per XP reward. For instance, Kirasath Dravere has Martial Arts and Artifact in XP debt when she finishes a thread. The thread is worth 4xp, so she must spend 1xp on Martial Arts and 1xp on Artifact, leaving her with only 2xp to bank or spend on other traits. If Kira instead had Martial Arts, Artifact, Manse, and Craft (Fire) in XP debt, she would have to spend 1xp on each of those four traits...leaving her with 0xp to bank or spend on other traits! Thus, it is in your best interest to keep your XP debt as low as possible, and pay off current acquisitions before seeking new ones, lest your progress be halted entirely until you're caught up.
